There are several governing bodies in Craven County, depending where you live.
The City of New Bern and City of Havelock are governed by Mayors and Boards of Alderman. The City of New Bern operates its own electric, water and sewer utility systems. Both New Bern and Havelock provide their own Police and Fire protection services. New Bern and Havelock have each established their own tax code and set the annual property tax rate for city residents, in addition to the county tax rate.
River Bend and Trent Wood are incorporated towns that have their own governments served by a mayor and board. Each has their own Police department, and have a fire station that serves the community. River Bend also operates its own water and sewer utility service. Each is able to establish local ordances and regulations, and require building permit approval and zoning code enforcement.
Craven County government consists of a Board of Commissioners, and has oversight of all county-wide operations. They set the county property tax rate, establish and enforce building codes, oversee the school system, airport, jail, courts and sherriff.
